I assumed Players wouldn't be able to edit NPC's but I've had some players make changes to a few of mine. Is there a way to prevent this or can a player make changes to everything (except DM info)? My other question would then be the home page as well. Can players make edits to this?

Players can make changes to everything except GM info as you mentioned, however you can use the versioning feature to revert back to a previous edit.

The lack of locking and controls is also a conscious decision. We think
that added controls would be detrimental to the collaborative
world-building that goes on in a tabletop campaign. You can read more about
    it here: http://blog.obsidianportal.com/privacy-controls-or-lack-thereof/
